OpenAI today announced it will offer its ChatGPT Enterprise product to U.S. federal agencies for $1 per agency for the next year, making its frontier models available to the entire executive-branch workforce at essentially no cost. The deal, reached with the U.S. General Services Administration, comes a day after the GSA added OpenAI, Google, and Anthropic to its Multiple Award Schedule, a federal contracting platform that lets agencies access AI tools via pre-negotiated contracts.

Participating agencies will get access to OpenAI’s frontier models through ChatGPT Enterprise, plus unlimited use of advanced models for an additional 60 days, tailored introductory training, and a new government user community. The move follows the Trump administration’s AI Action Plan published two weeks ago, which seeks to integrate more AI tools into government, as well as a Trump executive order banning “woke AI” from government contracts.

Data security is a top priority for government agencies concerned about sensitive information leaking into model training sets. A GSA spokesperson said the agency is “taking a cautious, security-first approach to AI.” TechCrunch noted that OpenAI is poised to undercut rivals like Anthropic and Google in the race to see its AI tools integrated into federal agency workflows. GSA Federal Acquisition Service commissioner Josh Gruenbaum encouraged “other American AI technology companies to follow OpenAI’s lead and work with us.” The deal expands OpenAI’s push to embed its technology across the federal government.
